how to add more measures in musescore

I have a flute duet that fits on one page.

It's in 4/4, pretty much every measure is full of eighth notes. The piece is 13 systems each containing two staves. Every system has 14 bars except the 4th system.

The 4th system only has one measure with eight eighth-notes occupying the entire line. I select that measure and press shift+[ and nothing happens. I select all and press shift+[ and nothing happens.

I press shift+] to expand the whole piece onto two pages, and that works as expected. I press and hold shift+[ again and it goes back to that way it was, on one page and with the 4th system having only one measure.

I go into format>page settings and change increase the "staff space" (vertical height of each staff) which causes the piece to extend onto two pages again. I switch it back and it is back the way it started. Does any contributor want to comment why this behavior is happening?

Has anyone found a workaround for this sort of thing? I have dealt with it before. Stuff like this is way more important than picking a cooler default font in my opinion.

I am learning programming and I am so happy to discover the repo on github. I just cloned it. Maybe I can tackle this problem if someone gives me a clue where changes could be made in the code.

r/Musescore - shift+[ will not shrink measure

edit - by selecting measures before or after or before and after the one measure in the 4th system and holding down shift+] I am able to shove some more measures into the 4th system, but in order to make all systems contain the same number of measures I am going to have to expand each system one by one so they contain one less than the max allowable measures.

Select all and shift+[ should squeeze all measures in to the point where every system has max allowable number of measures (which I say should be infinity)

edit2 - I fixed the problem by selecting different combinations of less than ten measures at a time, so the problem is not so bad if you have patience and don't have a panic attack. But as I said before, select all and shift+[ should be made to have the desired effect.
